Construction Stormwater Management

The EPA’s National Pollutant Discharge Elimination System (NPDES) is used as a framework for state and local government stormwater regulations for industrial and construction facilities.  Under NPDES, facilities are required to have compliance plans in place to limit discharge of pollutants into waters of the Unites States.  The most widely used plan for NPDES compliance is the Stormwater Pollution Prevention Plan (SWPPP), however, several states use a variation of this plan. For example, Alabama requires a Construction Best Management Practices Plan (CBMPP).  These plans must be certified by an appropriate professional in the erosion and sediment control field. These professionals vary by state and include, but are not limited to: Professional Engineers, Professional Geologists, and Certified Professionals in Erosion and Sediment Control. Site inspections, stormwater sampling, and water quality analysis are required by most general permit requirements for construction and industrial activities. The frequency of inspections and sampling varies by state and sector. Inspections and sampling must be performed by appropriately credentialed professionals as well.
