After graduating with a Bachelor of Science Degree in Civil Engineering from the University of Arizona in 1989, Mr. Berkey was quickly promoted from engineer to senior engineer with a private consultant and was responsible for the successful planning, design, and permitting of some of the largest residential subdivisions, planned mixed use developments, and commercial site plans in the United States as well as several international projects in Peru and Puerto Rico.

Mr. Berkey then accepted a leadership position with the Port Authority of New York & New Jersey as the team leader for the planning, design, permitting, and construction compliance of the Redevelopment of the Internal Roadway Network at John F. This project included the redesign of the entire roadway network as well as the successful completion of the new monorail system which connects each terminal to long-term parking and other off-site mass transportation nodes.

Mr. Berkey advanced his career by owning and operating his own design/build engineering and construction firm. He successfully designed, obtained permits, and completed construction on many residential, commercial, and industrial projects as well as numerous public works infrastructure improvement projects. Several of the projects Mr. Berkey was involved with required design, successful permitting, and construction in and around sensitive state and federal jurisdictional streams and wetlands. These projects required permitting of stream crossings and wetland mitigation and required significant coordination with state regulators and the United States Army Corps of Engineers. Mr. Berkey’s company also successfully obtained permits, owned, and operated their own stone quarry.

After selling his business’s assets in 2005, Mr. Berkey re-entered the private consulting industry where he again managed a regional civil engineering office responsible for the design and construction of residential subdivisions, commercial and industrial site plans, and various public works infrastructure improvement projects. In addition, he also diversified the firm’s practice areas in preparation of various studies including traffic impact studies, environmental impact statements and studies, stormwater studies, and flood studies.

Today Mr. Berkey is responsible for permitting and compliance work including preparation of spill prevention, control, and countermeasure plans, facility response plans, and stormwater pollution prevention plans for industrial clients including pulp and paper, trucking, and refinery uses. Mr. Berkey also is responsible for managing environmental permitting and compliance for industrial clients to include wastewater sampling, waste sampling and characterization, stormwater sampling, leak detection inspections, and testing.
