After graduating with a Bachelor of Science Degree in Civil Engineering from the University of Arizona in 1989, Mr. Berkey was quickly promoted from Engineer to Senior Engineer with a private consultant and was responsible for the successful planning, design, and permitting of some of the largest residential subdivisions, planned mixed use developments, and commercial site plans in the United States as well as several international projects in Peru and Puerto Rico.

Mr. Berkey then accepted a leadership position with the Port Authority of New York & New Jersey as the Team Leader for the planning, design, permitting, and construction compliance of the Redevelopment of the Internal Roadway Network at John F.
